Reverend Al Loma and his wife, Debra Loma first began the Victory Outreach Church of Colorado Springs in January 1997. The original ministry was pioneered from the basement of their home.

Victory Outreach Church of Colorado Springs is focused on helping to improve the quality of life in Colorado Springs, Colorado.  And Victory Outreach Church of Colorado Springs is a vital part of a worldwide ministry called Victory Outreach International with a vision centered on the concept of reaching at-risk families-as we fondly say, "Treasures out of Darkness"- in every inner-city of the world.

Al Loma is the executive director of the Christian Recovery Home. The Christian Recovery Home is the foundational base of every Victory Outreach Church worldwide. The Christian Recovery Home in Colorado Springs is an inpatient drug and alcohol rehabilitation program whose main focus is Christian discipleship; community leadership and transition back to being productive members of society.

In combination with the Christian Recovery Home, Al Loma pioneered the Right Step Sober Living Home in Colorado Springs in 2012. The Right Step Sober Living Home is an outpatient curriculum providing a quality sober living Christian environment with a focus on spiritual healing.

In both the Christian Recovery Home and the Right Step Sober Living Home the clients are taught to understand, recognize, and respond to cognitive distortions and negative behaviors that need to be renewed so the development of moral character and personal responsibility is established and practiced in everyday situations through fundamental values.
